Requirements hidden in prose, not numbered

The specification's narrative paragraphs contain 'shall' statements that are not numbered and would be missed by a clause-by-clause pass.

What the agent does

  1. Scan narrative text for normative language (shall, must, minimum, not less than, in accordance with)
  2. Extract each as a requirement with a generated reference and the paragraph location
  3. Flag them for the bid manager's confirmation as requirements

What you get back

Unnumbered requirements surfaced and added to the register, marked 'from narrative, confirm'.

Boundaries

Narrative extraction over-includes by design; the bid manager removes what is not a requirement rather than the agent guessing.
