Go / no-go in an afternoon, frameworks as baselines, clarifications and win/loss tracked

Run a coarse matrix on a new ITT to decide whether to bid; keep framework matrices as baselines for call-offs; answer post-submission clarifications from the same evidence; tag outcomes for the next screen.

Deciding whether to bid

Sales receives a 300-page ITT with a week to decide. The coarse matrix — requirements extracted, statuses assigned at speed — shows how many mandatory requirements comply, which are open, and what blocks. "Bid if engineering confirms two of four within 48 hours" is a decision a sales director can act on.

Frameworks and call-offs

A framework tender's matrix becomes the baseline. Each call-off's specification is diffed against it; only the delta is answered. Five years of call-offs reuse one week of work.

After submission

Clarification rounds map to matrix lines and are answered from the same evidence; questions that expose a weak Partial are flagged. When the outcome is known, the tender is tagged — won, lost, and on which requirements if the buyer says — so the next screen on a similar package starts smarter.

Tracker

Tenders by stage (screening, drafting, submitted, clarifications, awarded/lost), deadlines, open engineer questions, and the deviation count per bid.
